This paper describes the poor environmental conditions in the Caspian Sea basin, a resource-rich area of international interest. The author details how the people of the region are largely disenfranchised and affected by poor living conditions. They also have inadequate prospects for economic gain because of poor economic planning and insufficient natural resources management. The author explains why the people of the region must be included in the process of political decision-making, in order to improve the quality of life of the regional population and their relations with the international community.
