This paper discusses the important role cities can play in achieving more effective governance in today's increasingly globalized world. In particular, the author contends that cities 1) are more aware of their citizens' problems and needs; 2) empower their citizens to take part in activities likely to have a global impact; 3) bypass national sovereignty; 4) facilitate the transfer of knowledge; 5) are global brands that attract the creative class. Given all this, the author argues that if cities were given a more decisive role in the international agenda, they would raise the visibility and legitimacy of governance.
