The author of this Kennan Cable proposes a strategy that he believes Europe and the US should adopt in order to provide economic and political assistance to Ukraine. The key elements of the strategy include 1) providing a reform-promoting financial rescue package for the country; 2) insisting that Kiev should define the reforms it wants to pursue and then holding it accountable for them; 3) offering privileged market access and lending options to those Ukrainian enterprises that comply with European and US standards; and 4) expanding scholarship and student exchange opportunities in order to help educate future Ukrainian leaders at Western universities.
