This commentary looks at four ways that the city of Barcelona in Spain could help improve the response to the ongoing refugee and migration crisis in Europe. They include: 1) improving the infrastructure for receiving asylum seekers in Barcelona; 2) considering those asylum-seekers who are already on Spanish territory, such as those in the reception center in Melilla; 3) creating links with other cities in Spain to persuade the government in Madrid to improve its response to the refugee crisis and with cities across Europe to improve the EU response; and 4) working with the government in Madrid and provincial governments to help resettle refugees already in Spain and Europe.
