This paper 1) reviews the past and present state of development cooperation between North Korea and the outside world, and 2) provides eight development-oriented policy proposals for those who hope to help the Hermit Kingdom when the time is right. The proposals, however, apply to two separate time lines -- relatively short-term ones that are not too politically sensitive and complicated, and longer-term ones for more complex problems. In the first case, the proposals center on food security and markets, the financial system, and trade and investment, while in the second case they zero in on practical governance and its administrative dimensions.
