This paper examines the International Atomic Energy Agency's (IAEA) verification of military research and development. The study reviews the IAEA's existing authority to search for weaponization activities and discusses a general strategy for detecting illicit nuclear weapons programs. The author stresses the need to develop a monitoring and verification system that is able to detect weaponization activities at an early stage.
