This report discusses how best to institutionalize weapons of mass destruction (WMD) elimination. The author provides a definition of WMD elimination, examines the successes and failures of the WMD elimination mission in the 2003 war against Iraq, highlights the importance of elimination operations in general and offers concrete policy recommendations for building an effective elimination capability.
