This report analyzes Washington's perception of the threat posed by North Korea, its place in the war on terrorism and US strategy for dealing with the crisis. It sets out a series of pragmatic, non-military measures that can be taken to facilitate progress toward a negotiated settlement of the crisis. The paper also provides an independent analysis of North Korea's nuclear weapons program, including its suspected highly-enriched uranium program and ballistic missile capabilities.
