This paper examines the development of US security policy in the first six months after the 11 September 2001 attacks in the context of the general attitudes and policies of the Bush administration. The paper further looks at the effects of the administration's actions in relation to the aim of defeating terrorism. The differing views of European governments and the majority of world opinion are then also assessed, together with the long-term consequences for US security policy.
