This report advocates outlawing all weapons of mass destruction (WMDs) and proposes short to medium term steps in this direction. The focus lies on three major types of WMD threats: existing arsenals, possible new possessor states and possible non-state possessors. The report summarizes the main features of WMDs, discusses traditional approaches to the WMD threat and presents recommendations. Subsequently, the report reviews key issues regarding WMD delivery and defense systems. Finally, the report discusses characteristics of concrete steps and measures towards the abolition of WMDs such as compliance, verification and enforcement.
