This paper focuses on the need for reform of the international financial architecture. Argentina, which has, according to the author, lost access to international financial markets, highlights this need. The paper suggests sovereign bond issues as a new financing instrument for developing countries and emerging markets and presents possible approaches for the restructuring of these instruments.
