This paper examines the impact of the failure of the Doha round of the World Trade Organization. The author presents a brief review of the history from Doha to Cancún and analyzes what would constitute a successful development round. The role of the developing countries and NGOs are assessed and the reasons and responsibilities for the failure are evaluated. The author concludes with a presentation of an outlook for the future of the multilateral trading system.
