This paper examines the security strategy adopted by the European Council in late 2003 that underlined the importance of conflict prevention and civil or military intervention in weak or failing states. It analyzes strategies for aligning security and development policy, as well as interdependencies, risks and opportunities. The authors conclude with a discussion on the significance of the European security strategy for the European development policy.
