This paper discusses donor coordination as a tool to counteract the fact that a multiplicity of donors, many with projects, programs, interests, concepts, structures and procedures of their own, increases the transaction costs of development cooperation for donors and partner countries and diminishes the possible impact of development cooperation. It defines the goal of donor coordination as improving the efficiency and effectiveness of development cooperation and gives reasons for its importance. Furthermore, it tackles some challenges posed by donor coordination.
