This paper discusses how international donors may be able to promote transboundary water management. The author explains how the promotion of transboundary water management organizations is regarded as an important priority by the Southern African Development Community and other regional institutions. The paper highlights the value of balanced transboundary water management for the sake of conflict prevention and improved economic development.
