This paper addresses strategies to overcome the deficits that have prevented the UN from assuming the leadership role set out for it in the Charter in coming to terms with global challenges. It focuses on existing deficits concerning legitimacy and effectiveness, and on what contributions nongovernmental organizations (NGOs), the private sector and parliaments could provide. The author concludes that German politicians and NGOs should seek to become more involved in the UN process and support concrete progress, but without losing sight of the long-term reform perspective.
