This briefing paper presents an overview of the Conference on Financing for Development that concluded with the adoption by acclamation of the Monterrey Consensus by the heads of state and government in Monterrey, Mexico. The author states the aim and the holistic approach of the Conference and describes the challenges for both the developing and the industrialized countries. The author concludes that the conference did not achieve its immediate aims of analyzing the financial implications of the internationally agreed development goals and identifying opportunities for mobilizing additional resources.
