This paper analyzes what conditions must be satisfied if the goal to halve poverty by 2015 is to be achieved, and what contributions Germany can make. According to the author, the German government sees poverty reduction as an important component of its entire policy. The author concludes that if the Program of Action for 2015 is to be implemented effectively, the priorities on sectors, regions and instruments need to be more accurately defined in an implementation plan. Further, project aid should be reduced in favor of multilaterally-coordinated programs.
