This paper suggests promoting skills in information and communication technology (ICT) on a global level in order to bridge the digital divide between north and south. According to the author, the digital revolution offers developing countries a wide range of opportunities: The use of ICTs could improve the supply of information and high-quality educational and medical services to the public. Global networking would create new economic opportunities and could contribute to democratization and political participation by strengthening organizations in civil society. The author suggests that Germany should press for a global ICT skills offensive in international fora.
