This paper focuses on governance in Africa and the African Peer Review Mechanism (APRM) that has been adopted by African leaders. The governance framework is the New Partnership for Africa's Development (NEPAD), which identifies four areas on governance regarded as important preconditions for development on the continent. Furthermore, the paper discusses the processes in Ghana and Rwanda. The authors conclude that the review process is more cumbersome than expected and that civil society should be encouraged to exert pressure on their governments in order to make the APRM process meaningful.
