This paper focuses on the Africa Action Plan (AAP) and the Africa Catalytic Growth Fund (ACGF) as results of the executive directors' request to the World Bank to explain how it envisages implementing decisions on raising official development assistance (ODA) to Africa. The paper gives an overview of the AAP's core elements and discusses the questions of whether Africa is at a turning point and what the World Bank is capable of concerning capacity-building and governance. In the conclusion, the author asks what role the EU could possibly play in an institutional set-up alongside the World Bank.
