This publication examines the advantages and drawbacks of a legally binding instrument of international forest policy and the options for possible action. The author briefs the dimensions, causes and consequences of processes of deforestation and forest degradation and gives an account of the state of international forest agreements. The paper further discusses national forest programs as well as the Rio Conventions. Finally, it demonstrates the benefits and costs of a forest convention and offers some recommendations.
