This paper discusses the integration of European foreign, security and development policy against the background of the European Security Strategy (ESS). The publication proceeds in three steps: First, it brief the EES' key arguments and propositions. Second, it analyzes from the perspective of development policy, the challenges in connection with a closer dovetailing of security and development policy. Finally, it examines the organizational consequences and challenges for development cooperation and outlines possible scenarios.
