This paper discusses the argument that water scarcity is rising throughout the world. The author argues that it is not global water scarcity but policy failures and misallocation of resources that are responsible for the inadequate access to drinking water. He explains in where water is misallocated, where changes could release substantial amounts of water and where there is potential for savings in the use of water.
