This paper addresses the role of development cooperation in the stabilization of Southeastern Europe. After an overview of direct and indirect war damage in the countries in the region, the paper identifies short- and medium-term objectives the participants in the stability pact aim to reach, as well as financing needs and absorptive capacity. The author concludes with a discussion of prospects for the southeastward enlargement of the EU.
