This paper discusses the conditions that must be present in developing countries if they are to develop technological competence in IT, specifically in software development. It also examines the policy measures that governments can use to support this development and the contributions that can be provided by international development cooperation. The authors focus on Argentina as an example. The paper concludes that in the short term, the Argentine government must concentrate on appropriately increasing the social inputs needed for a technology-oriented development as well as for the development of IT competence.
