This paper discusses the issue of biodiversity and the concept of Access and Benefit-Sharing (ABS) of genetic resources based on the International Treaty on Plant Genetic Resources (ITPGR). It presents a detailed picture of the Philippine experience in implementing ABS and highlights the problems that the country has encountered. The authors show that, aside from the political will in the countries concerned, the support of the international community is necessary to make global governance in this field work.
