This paper analyzes the efforts of Vietnam to develop a Poverty Reduction Strategy Paper (PRSP) and its attempts to answer the question of whether it can achieve further poverty reduction in the country. The authors give a detailed description of the drafting process and focus on a range of factors that may be critical to the implementation of the PRSP.
