This working paper discusses the transformation of approaches in development policy with regard to the relationship between poverty and gender. The study analyzes donor concepts and policy instruments of donors such as the OECD, the EU, the German Federal Ministry for Economic Cooperation and Development as well as the World Bank. The author goes on to discuss the issue of gender and national poverty reduction strategies and presents two case studies of Ghana and Kenya.
