This study addresses the formal negotiations on Economic Partnership Agreements (EPAs) between the European Union and the African, Caribbean and Pacific (ACP) countries in 2002. The study focuses on the major risks and opportunities, including those relating to negotiation skills and institutional mechanisms that must be created at the national, regional and multilateral level. The authors give a number of recommendations regarding the eventual scope and content of EPAs and identify necessary steps for the preparation of the negotiations.
