This is the transcript of a lecture on developments in public policy research. It examines the ability of different polities to undertake the task of producing effective public policies. As an example, it analyzes the pension policy and the reasons for the failed privatization of the pension system in Argentina. It assumes that successful public policies require fundamental state capabilities, such as the ability to commit to not expropriating or the ability to enforce compliance.
