This paper examines developments in Southeast Europe from a Bulgarian perspective. It advocates a development approach for the region, where the focus lies on strengthening market economies, regional cooperation and EU integration. The author analyzes the security aspects of regional cooperation as well as security in connection with international developments. The paper concludes that conditions for regional cooperation could be created through settled standards, which would lead Bulgaria toward EU integration.
