This article focuses on Japan’s past and present counter-piracy efforts, which reflect the country’s dependence on maritime trade and the increased vulnerability of commercial shipping. Despite what’s been done in the past, the text’s author specifies how Tokyo can do more to thwart maritime crime, both at the national and regional levels.
