This paper illustrates the discussion on national values and health policy in connection with the Canadian Medicare program. It addresses the theoretical concerns about how such values are embodied in political institutions. By comparing the experiences of Western European democracies with the situation in Canada, the authors conclude that national values, program structure and practices in medical care are interconnected.
