This article discusses the causes of welfare state development based on observations drawn from experiences in Sweden and the US. The authors examine employers' interests, power constellations in labor relations, macroeconomic factors and the institutionally conditioned alignment of labor and capital. They conclude that cross-group coalitions of interests determine social policy history.
