This paper discusses policy outcomes of reforms during periods of economic crisis. It reviews the literature on the crisis hypothesis explaining the connection between crisis and reform, highlights the role of policymaking capabilities in contrast to specific policies, and illustrates the case of Argentina. The author concludes that even though crisis can facilitate policy reform, it is the institutional environment of a country that determines the quality of initiatives.
