This briefing paper draws attention to Central Asia as a developing region. It analyzes the governance situation, which poses a key obstacle to development. Focusing on the role of external actors, the author argues that European countries and the EU should play a greater role in supporting the region’s development, and in helping to reduce the negative spill-overs from geopolitics on governance and development.
