This publication analyzes the outcome and the conduct of the Albanian local elections of spring 2007, which indicated a revival in support for the opposition Socialist Party. The author argues that the weaknesses in the conduct of the poll point to a democratic deficit still existing in Albania. Further on the publication finds that Albania’s good economic progress is not being matched by similar improvements in the political and cultural superstructure. Thus, the author suggests that progress toward the EU is not likely to be sped up in the foreseeable future.
