This paper provides information on the state and development of the peace talks between the Ugandan government and the insurgent Lord's Resistance Army (LRA), commenting on justice, security and livelihoods. The paper outlines the course of the negotiations, summarizes the changes on the ground and discusses the need for a domestic justice mechanism. Subsequently, the paper underlines measures necessary to maintain the momentum of the peace talks, highlighting the importance of discipline, focus and cutting off options. The paper argues that more leverage is necessary to create disincentives for stalling or undermining a negotiated settlement.
