This report discusses the historical development of suicide bomber tactics and techniques. The contributors describe how the explicit targeting of civilian population centers is a relatively recent phenomenon and differs from earlier practices of targeting mainly military installations. The report examines the main characteristics and operational differences between the two primary forms of suicide bombing delivery methods, namely body-borne and vehicle-borne attack tactics.
