This briefing paper asks if, in the 21st century, the security risks associated with civil nuclear power can still be managed or not. The authors analyze the problems of international and domestic security that a worldwide revival in nuclear power would pose. The future demand for electricity as well as nuclear weapons proliferation and measures to counter nuclear terrorism are discussed.
