In presenting the intelligence community’s assessment of Iran's intentions and capabilities, the NIE reviews all available information on the subject and examines the range of reasonable scenarios consistent with this data. The report's most significant conclusion is that in fall 2003, Tehran halted its nuclear weapons program.
