This paper seeks to answer why female political representation falls far behind women’s advances in the labor market in some countries such as the US. The authors examine data from 23 countries, considering political representation as a labor market in its own right. They demonstrate that the effects of structural forces of change, especially rising female labor force participation, are conditioned by electoral rules and the different role of political parties.
