This study seeks to identify the key obstacles to sustainable economic growth in Serbia. Though recognizing that growth policy needs to address a variety of aspects, the authors argue that the next step should be strengthening property rights. They use the methodology of growth diagnostics, which seeks to identify the key bottlenecks to growth through a comprehensive evaluation of market and institutional variables. For the authors, the Serbian government's strategy of frontal attack on all obstacles simultaneously is problematic. They advise that policy areas which yield the maximum return to sustainable growth should be prioritized.
