This study analyzes strategic research in the Serbian Defense Ministry, assessing its strengths and weaknesses. It makes proposals for a research body based on the best practices of similar institutes in other democratic countries. The authors examine the defense reform plan of the Serbian defense establishment and the scientific research centers supporting the Defense Ministry. They then analyze the Canadian experience of operations research and strategic analysis as well as the Slovenian Centre of Strategic Studies, drawing lessons for the establishment of a Serbian Strategic Research Institute.
