This paper discusses the failure of traditional, labor law-based income support mechanisms in South America and suggests an income support system centered on an unemployment insurance complemented with additional mechanisms. It shows how and why the traditional legally mandated severance payment systems fail to work, introduces and analyzes seven countries' labor market-related income transfer programs and presents an "ideal" system for income protection that is centered on a well-designed unemployment insurance system.
