This paper describes the main components of the idea of "educational reform" as it is reflected in the Latin American experience, commenting on the economic and development implications of education. It identifies policy dialogue, teacher training, decentralization and school autonomy as well as the application of technology as components of any major education reform effort in the region and looks at the instruments used in this context, including financing arrangements, quantitative indicators and student evaluation. The authors conclude that the reforms resulted in reviving the school as a place of management, innovation and social responsibility.
