This text first analyzes the constraints presently faced by the internationally recognized Government of National Accord (GNA), which continues to be Libya’s highly circumscribed transitional government. It then proposes ways to reestablish coherent authority within the country, which can only occur if everyone acknowledges that power resides in the peripheries of Libya, not at the center.
