This publication sheds light on the 2004 terrorist attack in Beslan in Russia. The authors explain that what transpired in Beslan was not an international terrorist incident but the product of a frustrated insurgency desperate to fulfill a political agenda and the Russian government's failure to respond accordingly. Among their other findings is that the Russian response at Beslan was disorganized and ineffective, even though the Russian government received advanced warning that a school would be targeted.
