This brief first looks at Germany’s refugee and migration policy, which is the most obvious case in recent years of other European countries and institutions 'bandwagoning' on Berlin’s decisions. The text’s authors then argue that this propensity is a net good, primarily because it provides an “entry point” for a more systematic and fair EU policy. The danger, however, is that the German discourse on refugees might change prior the parliamentary elections scheduled for late 2017.
